Indeed, both India and Bangladesh, who were recipients of substantial amounts of foreign aid during the 1970ââ¬â¢s, actually privatized parts of their industrial sector, liberalized controls on foreign trade and dismantled some marketing boards. To sum up, Bauer believes that all foreign aid is simply the avoided ââ¬Ëcost of borrowingââ¬â¢ which leads to essentially unproductive, inefficient practices, and displaced social goals. The modernization process is disrupted by the suppression of the informal economy, the curtailment of import-substitution and the general fostering of a social and political atmosphere in which ODA discourages domestic entrepreneurship. While the modernization theories highlight the adverse effects of foreign aid from a domestic, microeconomic perspective, Hayter and other dependency theorists believe that ODA is used on a global scale to advance the interests of the core industrialized nations at the expense of the periphery. Hayterââ¬â¢s view is that foreign aid is given by donor countries because it is in their political, strategic or economic interest to do so. Ever since the 1950ââ¬â¢s American economic and military aid has flitted all over the globe, contriving to prop up shaky and often brutal regimes in an attempt to halt the threat of communist expansion. The Soviet Union and China have also indulged in these political/strategic practices as to a lesser extent have France and Britain. Aid is seen as a means of punishing enemies, rewarding friends and enticing non-committal governments into the Western fold. Once a recipient nation has imported a piece of capital equipment, which may well be inappropriate to its needs, it will invariably need continued technical assistance and spare-parts from the original donor. Furthermore, aid can be used as a means to su pport uncompetitive tendering from a foreign firm in the domestic market of an LDC, where otherwise the materials and skills would have been provided by local sources. It would seem,therefore, that ââ¬Å"the export of capital thus becomes a means for encouraging the export of commodities.â⬠[Hayter:1981 P.73] The structural adjustment loans provided by the multilateral agencies are seen as an attempt to lock the developing countries into the world-wide capitalist system and ensure their markets remain open to exports of manufactured goods, while inhibiting nascent industrial bases which would benefit from some measure of tariff protection. To sum up, the theories put forward by Hayter are nothing short of a global conspiracy theory. The industrialized countries, through their own aid programmes and the multilateral agencies, help to maintain a world economic and political order which is subordinate and necessary to their own survival. Through the judicious dispersal of aid money, Third World elites are kept in power who can pursue, or are forced to pursue, policies favourable to the West. Even development assistance which has contributed to the rise in health care, education and social welfare, is seen as an attempt to quell local unrest and halt any undue movement towards a revolutionary socialist government which would nationalise the factors of production. However, it is difficult to see how these aims are ultimately to benefit the industrialized nations. The declining prices of commodities, in relation to manufactures, will eventually kill the ââ¬Ëgoose who lays the golden eggââ¬â¢. Many LDCââ¬â¢s can also choose from a plethora of donor nations, each eager to gain a foothold in the recipientââ¬â¢s country. Due to fungibility, and the Byzantine workings of Third World bureaucracies, the multilateral agencies find it almost impossible to dictate the exact destination and outcome of their investments. In fact, as long as the LDCââ¬â¢s agree in principle to the demands of the World Bank, or the IMF, they have great freedom in how they spend the aid and run their public sectorââ¬â¢s. This, of course, is not an indication of whether the aid does more harm than good, it is more an indication that foreign aid cannot be used solely to further the interests of the industrialized nations to the detriment of the recipients. Th erefore, we can reject the supposition that ODA is simply a form of neo-colonialism, designed to perpetuate the dependency of the former colonies within the capitalist-imperialist system. Rather, it has become a transfer of resources which serves many aims and many masters, which inevitably detracts from its utility. In this essay we have examined two arguments which come out firmly against foreign aid. Professor Bauer believes that ODA creates a dependency culture which disrupts the natural modernization processes, and so hinders an economies ability to compete effectively in the world market. While Teresa Hayter argues that the foreign aid is just one weapon in the armoury of the advanced nations used to continue the dependency relationship, which can only be ended by the LDCââ¬â¢s removing themselves from the capitalist system. These theories have evolved from the many criticisms levelled at foreign aid since its inception during the 1950ââ¬â¢s. Development assistance has b een accused of solving old problems only to create new difficulties in their place. For instance: Policies of industrialization appeared to succeed in boosting industrial output, but did so by increasing capital intensity which gave rise to intolerable unemployment rates. The so called ââ¬Ëgreen revolutionââ¬â¢ increased agricultural output but at the cost of the small peasant farmer, who was forced off his land and so created more unemployment and poverty and fuelled the stream of rural migration into the cities. The transfer and proliferation of inappropriate technology led to a constant demand for spare-parts and also added to the LDCââ¬â¢s energy requirements. The projects, equipment and loans granted bilaterally also reflected the conflict of interest on the part of the donor, who wanted to assist the recipients economic growth while achieving objectives of foreign and commercial policy. While the programmes offered by the multilateral agencies often rested on the asum ption that ââ¬Å"western systems can be grown in, or imposed upon, any culture and that the effective transfer of wealth from North to South requires little more than a bank operation.â⬠[May:1981 P.194/198] Undoubtedly, the ââ¬Ëbackwashââ¬â¢ effects of certain foreign aid programmes and projects have damaged, or even retarded, some sectors and economies in the developing world. But, to use a medical analogy, because a patient doesnââ¬â¢t respond to a certain remedy, a doctor will not just stop the treatment. He will look around, try different cures, until something does work.Therefore, the greatest strength of ODA, and the bestreason for its retention, is the ability of its administrators tolearn from their mistakes and mould policy accordingly. This abilitywas highlighted by the Pearson and the Brandt Reports, which recognized that the existing policies of capital intensive economic growth were creating more problems than they solved. Thus the emphasis changed and p olicies were adopted to increase employment opportunities and to secure greater equity through the distribution of income. The value of foreign aid has also been damaged by the expectations and claims of its adherents; ODA is not, and never can be, a universal panacea for developmental problems, it can only be part of a much wider process. A process which seems to have succeeded in many parts of Asia and Latin America but yet to have much impact in Africa. Finally, how do we assess whether foreign aid has ââ¬Ëdone more harm than goodââ¬â¢ in the Third World; to do so we would have to accept an all-embracing set of values and goals. This is extremely difficult, as there are as many reasons for giving and accepting foreign aid, as there are academics willing to interpret the motives and consequences against their own ideological yardstick. To sum up therefore, it is best to retain a minimalist and objective perspective. ââ¬Å"Stripped to its bare essentials, the case for develo pment aid is that it increases growth rates in some developing counries, improves the living standards of some poor people, and offers the propect of doing better in the future on both counts. The skinheads who performed this random act of racial violence in 1990, had no reason to brutally beat their victim other than the fact that he was Mexican (Ridgeway 167). Racism is objectively defined as any practice of ethnic discrimination or segregation. Fortunately, racial violence is steadily declining as the turn of the century approaches. Now a new form of racism, covert racism, has recently sprung from the pressures of political correctness. This new form of racism, although slowly declining, still shows signs of strong support (Piazza 86). Covert racism assumes a form of civil disobedience against politically correct thought and speech. Essentially, covert racism is a hidden racism, or a racism not easily detected (Piazza 78). Racism is still strongly prevalent in today's society (Gudorf 3). The three different basic forms of racism, open racism, violent racism, and covert racism all express forms of hatred towards distinct ethnic groups (Bender 47). These basic forms of racism, although different in form, all have the same main purpose, to promote racism. Open racism expresses freedom of racial thought and speech. Open racists promote their views through strictly persuasionary tactics. This form of racism is allowed in our society because of the First Amendment. Open racism is currently almost nonexistent and steadily declining, because it is considered politically incorrect and socially unacceptable. Violent racism promotes racism through violence, fear, and persuasionary tactics (Leone 49) This form of racism is not protected by the First Amendment because it promotes violence to express its ideas. Unfortunately many violent racial groups claim they do not promote violence, and therefore these groups are protected by the First Amendment because not enough sufficient evidence exists to prove their violent intent (Ridgeway 123). Covert racism expresses ideas of racism in disguised forms; sometimes the covert racist is not even aware of the fact that he is racist. Racism, it is asserted, is no longer blatant: people nowadays are reluctant to express openly their dislike of and contempt for minorities, indeed are not prepared to express publicly a sentiment that could be interpretted as racist. Racism, it is said, is subtle: it is disguised, kept out of sight (Enrlich 73) The suggestion that there is a new racism--a racism that has a new strength precisely because it doesn't appear to be racism--deserves serious consideration (Piazza 66). Avoiding minorities on the street and denial of a public benefit to a minority which would be awarded to a white are examples of covert racism. Since it is no longer politically correct to openly express one's racist views, people therefore favor disguised, indirect ways to express their bigotry (Piazza 68). Covert racism is the most abundant form of racism in our society today. What causes racism? Unfortunately, the answer is much longer and detailed than the question. The three main causes for racism are: racism has become part of our heritage, right-wing racial and political groups, and pride in one's own race. Practically since the dawn of man's existence man has undoubtedly noticed differences between races. Racism's presence throughout the formation of our culture is quite evident (Tucker 17). Frequently throughout history the ethnic group with the most power has assumed that its race and culture are superior to others. The same incident even occurred in America with the introduction of slaves. Throughout American history, racism has been strongly prevalent. Racism's roots lie deep within the foundation of our society (Tucker 19). These roots undoubtedly are the source for a great many of the racist groups and covert racism ideas found throughout our society. Extremist social and political groups, particularly those advocating right-wing policies of racial inequality, promote racism as well. Plane That Crashed Into the Empire State Building On the foggy morning of Saturday, July 28, 1945, Lt. Colonel William Smith was piloting a U.S. Army B-25 bomber through New York City when he crashed into the Empire State Buildingà at 9:45 a.m, killing 14 people. Fog Lt. Colonel William Smithà was on his way to Newark Airport to pick up his commanding officer, but for some reason, he showed up over LaGuardia Airport and asked for a weather report. Because of the poor visibility, the LaGuardia tower wanted him to land, but Smith requested and received permission from the military to continue on to Newark. The last transmission from the LaGuardia tower to the plane was a foreboding warning: From where Im sitting, I cant see the top of the Empire State Building. Avoiding Skyscrapers Confronted with dense fog, Smith dropped the bomber low to regain visibility, where he found himself in the middle of Manhattan, surrounded by skyscrapers. At first, the bomber was headed directly for the New York Central Building (now called the Helmsley Building) but at the last minute, Smith was able to bank west and miss it. Unfortunately, this put him in line for another skyscraper. Smith managed to miss several skyscrapers until he was headed for the Empire State Building. At the last minute, Smith tried to get the bomber to climb and twist away, but it was too late. The Crash At 9:49 a.m., the ten-ton, B-25 bomber smashed into the north side of the Empire State Building. The majority of the plane hit the 79th floor, creating a hole in the building 18 feet wide and 20 feet high. The planes high-octane fuel exploded, hurtling flames down the side of the building and inside through hallways and stairwells all the way down to the 75th floor. World War II had caused many to shift to a six-day work week; thus there were many people at work in the Empire State Building that Saturday. The plane crashed into the offices of the War Relief Services of the National Catholic Welfare Conference. Catherine OConnor described the crash: The plane exploded within the building. There were five or six seconds- I was tottering on my feet trying to keep my balance- and three-quarters of the office was instantaneously consumed in this sheet of flame. One man was standing inside the flame. I could see him. It was a co-worker, Joe Fountain. His whole body was on fire. I kept calling to him, Come on, Joe; come on, Joe. He walked out of it. Joe Fountain died several days later. Eleven of the office workers were burned to death, some still sitting at their desks, others while trying to run from the flames. Damage From the Crash One of the engines and part of the landing gear hurtled across the 79th floor, through wall partitions and two firewalls, and out the south walls windows to fall onto a 12-story building across 33rd Street. The other engine flew into an elevator shaft and landed on an elevator car. The car began to plummet, slowed somewhat by emergency safety devices. Miraculously, when help arrived at the remains of the elevator car in the basement, the two women inside the car were still alive. Some debris from the crash fell to the streets below, sending pedestrians scurrying for cover, but most fell onto the buildings setbacks on the fifth floor. The bulk of the wreckage, however, remained stuck in the side of the building. After the flames were extinguished and the remains of the victims removed, the rest of the wreckage was removed through the building. Death Toll The plane crash killed 14 people (11 office workers and the three crewmen) plus injured 26 others. The movie in a vivid manner elucidates the true ingenuity of a mathematical proof and the passion and emotion that is intertwined around it (Ross, 2011, p. 57). The hallmark of the movie is that it does succeed in creating a lifelike landscape of a university campus and the action and life inherent in it. The movie delves on its theme in a simple and lucid manner, without requiring the viewer to have any knowledge of mathematics. A Few Good Men tends to be an extraordinary movie that manages to tell a story that is both conventional and compelling, without resorting to any wastage of images or words (Valenti, 2000). The screenplay in the movie happens to be a good one that is directed with care, very much like Proof and the acting in the movie tends to commensurately support the story line. A Few Good Men indeed misses the intellectual weight of Proof, however it more than compensates for this lacking by presenting moving clashes of will marked by terrific buzz cuts. The direction of the movie is masterly that successfully manages to blend the plot and the characters to give way to a movie that really resonates with energy and passion. The crux of the movie lies in the court room drama it presents, which makes it watchable and praiseworthy. A Few Good Men has all the ingredients of a conventional Hollywood blockbuster that are an intelligent story line, loads of entertainment, and the lurking charisma of a p restigious and celebrated star cast. It goes without saying that it is very difficult to forget this movie. If Proof stands out by the dint of its emotive and intellectual capacity, if A Few Good Men comes out as a movie marked by drama, energy and passion, Chicago stands out by the worth of the incessant dazzle it accommodates that turns out to be somewhat depressing at times. The song and dance sequences in the movie rather than turning out to be spectacular actually come out as being callisthenic and too planned. The tone of the movie till the very end stands out to be facetious. Too much of razzle-dazzle in the movie may leave the audience tired and depressed, much contrary to the poignancy and focus surrounding Proof and A Few Good Men. However, each and every musical number in Chicago builds up to such a frantic scale that it may force the audience to clap. Overall the movie lacks the gravity and moral framework inherent in Proof and A Few Good Men. Hamlet is indeed an apt cin ematic version of Shakespeareââ¬â¢s famous play. Kenneth Branaghââ¬â¢s Hamlet is indeed compelling and handsome that brings out this tragedy emphatically alive on the screen. Though the movie may not be perfect yet it is deeply engrossing. The plot indeed manages to bring to life the vengeance, passion, blood, gore and sweat that define the original play and thereby Hamlet is indeed unlike all the movies discussed till now. Barnagh successfully manages to enter the heart of the character and thereby portrays a character that is both roving and deep and that successfully manages to hold the audience in thrall. Hamlet unlike the other movies is a movie marked by a tremendous ambition and its budget is indeed commensurately ambitious. The movie is indeed gorgeous to look at and many of the performances in the movie are really remarkable. The Full Monty indeed supersedes Proof and A Few Good Men in terms of the setting creation which is as expected happens to be the Sheffield of t he nineties. He is a four year-old preschooler at the above named learning center. I started observing Aaron at the beginning of their circle time. During the circle time, Aaron amongst other fourteen kids in his classroom, sang the popular American Song: ââ¬Å"IF YOU ARE HAPPY AND YOU KNOW IT, CLAP YOUR HANDSâ⬠¦. â⬠While singing this song, the childrenââ¬â¢s voices were up and loud which indicated that they enjoyed singing songs. Aaronââ¬â¢s participation was great, he was so excited about the choruses, clapping stomping of his feet. All the children in turn repeated and imitated all the actions of the teacher; as she needed the audience and focus of the kids for easy understanding of the wordings including choruses of the song. Aaron standing close to two other kids, a boy and a girl sang the song with seriousness while clapping their hands stomping their feet at the same time. The teacher taught the Safety signs briefly. The childrenââ¬â¢s literacy is very high while learning safety signs as they were very interested in the emphasis laid in the safety signs. In order to ensure that the children understood what they were taught, the teacher asked Aaron what a particular sign stood for which he answered correctly. For example, stop sign is signified by a red color while ââ¬Å"no bicycleâ⬠sign is signified by a cross on a bicycle, so on and so forth. The teacher taught the kids about ââ¬Å"Meâ⬠book which described the parts of the body, however, she asked Aaron to touch his hands, elbows cheek which he did correctly. After singing the clapping song and some other songs, the teacher changed the activity to coloring books. Meanwhile, Aaron moved from one place to another. He jumped and hopped around the classroom showing excitement. At a time, the teacher had to sit him down ââ¬Å"Aaron sit down and do your coloring â⬠He sat down to color while another boy watched him doing the coloring. Bryan Joy who sat together sharing the same table with Aaron were also coloring; they also talked to one another in friendly manner while looking at each otherââ¬â¢s work. Aaron was as excited as he was coloring his book. He finished his coloring using nice colors to color different animals indicating that he had a good taste. He also made a ship with legos, I asked him why he made a ship, and he told me that he would like to be an architect. Aaron amongst others was able to write their names and figure out pictures on the paper. For example, the letter Bb for ball and drew a line to join the letter to the picture of ball. He was able to do that for all the alphabetic letters to compliment individual pictures on the paper. Soon, Aaron stood up to go to the library; as he got to the place where the inscription of ââ¬Å"Quiet Zoneâ⬠was, another boy ran towards him and pushed him together with the book that he just picked ââ¬Å"Alphabet adventureâ⬠. He staggered, but he immediately got control of himself while he looked so surprised that he was pushed without doing anything. He reported the matter to the teacher ââ¬Å"Ms. Patty, Josiah push(ed) me â⬠then the teacher told Josiah to say sorry to Aaron which he did, then they both hugged one another. Thereafter, he went to sit down quietly in the library corner to read his book. In summary, Cognitive Development is a very important outcome of learning for preschoolers as they always have their brain developed through creative arts. They are Literacy Development, Intellectual, Physical, Social and Emotional Developments. Literacy is a very important developmental appropriate practice. The purpose of the Bloc Quebecois is to ensure that Quebec is fairly represented in the House of Commons and that we, the people of Quebec, obtain all that we require to ensure that Quebec will be strong in the future when we separate from Canada. If we get a fair number of seats in the House of Commons, we would not use ourpower to block economic benefits for other parts of Canada. But we would act in the best self-interests of Quebec. The Bloc is a pro- sovereignty party, and the Bloc believes that only through Quebec sovereignty can Quebec achieve its legitimate ambitions and Canada can have a centralized government. What the Bloc offers to the people of Quebec is that they are given the choice to vote for something they have wanted for a long time, a separatist party, or one of the traditional federalist parties. The sovereignty of Quebec may only be decided in a referendum but until that time, the Bloc will work within the rules of the game to look out for Quebec's interests in the federal parliament. Our plan for deficit reduction will ensure more efficiency at all levels of government. The plan we have is in three basic steps to cut $10 billion from the federal deficit per year. 1 Our strategy is to cut and eliminate government spending and inefficiency by about an estimated $6 billion annually, without touching any of the social programs. 2, We would also chop the military budget by 25% to save approximately $3 billion. 3 We would also give the responsibility of job training programs to the province of Quebec to save nearly $1 billion. Another part of our scheme would be to have $5 billion per year transferred from existing programs to job creating ones. There would be no cuts in transfer payments or social programs. We would repatriate the $28 billion in taxes that Quebecers pay to Ottawa. When Quebec separates, we would be willing to take 18% of the deficit, we feel that this is a fair amount considering that we benefited from its use. We are in favour of eliminating the tax shelters for the rich. Nonetheless, forensic anthropologists noted that there were two distinct types of states in which the remains were burned, a green state, and a dry state. For instance, bones subjected to heat showed varying degrees of physical change depending on the intensity of heat (Heras et al, 1999).
